
Oulu-based law firm Norra expands to Helsinki on 1 October 2026 as three attorneys from law firm Liuksiala & Co join Norra. The merger brings together the construction and real estate expertise of two long-established law firms and broadens the business law services available to clients of both firms.
Aleksi Välikangas, Partner and Managing Director of Liuksiala, has been invited to join Norra as a Partner with effect from 1 October 2026. Attorneys Pia Stoor and Paula Cruz will also join Norra. Norra’s existing team includes Mirja Latola, an experienced attorney and Partner specialising in real estate and construction law. Together, they strengthen the firm’s advisory services on construction project contracts, real estate matters, construction disputes and other disputes.
Norra will now serve its clients with a team of more than 20 professionals.
For developers, contractors, property owners and other industry participants, the combined expertise covers project contracts, issues arising during project implementation, dispute resolution and related business law needs. Liuksiala’s clients will also have access to Norra’s specialists in mergers and acquisitions, finance, corporate and employment law as well as insolvency. Existing matters will continue to be handled by the attorneys already familiar to each client.
